This report aims to draw attention to the unhealthy practice of unlawful removal of children or threats of removal from families for economic reasons, when children in Belarus are actually taken hostage by public authorities due to arrears of their parents' utility bills until the arrears are repaid. In general, the practice of the state taking a child hostage due to any financial debt of the parents is a gross violation of the rights of the child and should be stopped immediately.
